Best answer: Google has focused on its own line of Android phones for the Stadia launch. At the moment you can play on the Pixel family of phones, but that doesn't mean it won't see a wider release on more Android phones in 2020.

How do we know if it will come to all Android phones?
Currently Stadia only runs on the Pixel family of phones — specifically the Pixel 2, Pixel 3, Pixel 3a, and Pixel 4. All you need then is an internet connection, a compatible controller, a Stadia app, and you're theoretically good to go.
We don't know for sure if Stadia is coming to other Android phones, but at the platform's release, the company said that a lot of devices are expected to work in the future. At Google's GDC 2019 keynote, company CEO Sundar Pichai said, "With Google, your games will be immediately discoverable by 2 billion people on a Chrome browser, Chromebook, Chromecast, Pixel device. And we have plans to support more browsers and platforms over time."
Though he did not mention other Android phones by name, it's within reason that any smartphone with a decent LTE or Wi-Fi connection should be able to use Stadia, lest Google shut out a large portion of the market.
What about iPhones and iPads?
It's unclear right now if Stadia will be available on iPhones for play. While the Stadia app is available at the Apple Store, for the moment this is only a way to manage Stadia on other devices. The future of Stadia on the iPhone is harder to guess than that of Android.
What about tablets?
At launch, Stadia is available on Chrome OS tablets such as the Pixel Slate. Google noted that Stadia will be available on "select phones and tablets." Again, these were not mentioned by name and the list can expand in the future, but we know that with Stadia running on Chrome OS, its possible to see this expand in the future to other Google-branded tablets like the Nexus.
